EXTRAORDINARY MEASURES REGARDING STUDENTS’ PERSONAL PRESENCE AT AMU (25.5.2020)

Dear colleagues and students,

I would like to inform you of a further relaxation of the restrictive measures in the area of higher education following on from the previous extraordinary measures imposed by the Ministry of Health of the Czech Republic.

1) The Ministry of Health of the Czech Republic continues to require that when studying at a higher education institution pursuant to Act No. 111/1998 Coll., on higher education institutions, students’ personal presence shall be permitted subject to the condition that at most 15 students be present in a group. This restriction does not apply to practical instruction or work experience.

A student may participate in activity at a higher education institution only if the following conditions are met:

  • the student does not have acute health symptoms corresponding to an infectious viral illness (e.g. fever, cough, shortness of breath, sudden loss of senses of taste and smell, etc.);
  • the student disinfects his or her hands upon entering the room in which the examination or instruction is to take place;
  • the student is not subject to a quarantine order at the time in question;
  • the student provides a written declaration attesting to the absence of symptoms of an infectious viral illness during the previous two weeks; the text of this affidavit is attached and will also be made available upon entering the higher education institution.

2) Students may attend and move about at the higher education institution within the scope of instruction, examination or other activity without respiratory protective equipment for the nose and mouth such as a respirator, veil, face mask, scarf or other equipment which hinders the spread of droplets, provided they maintain a distance of at least 1.5 m and provided there are at most 15 persons in the room.

The ban on movement and attendance without respiratory protective equipment shall not apply to the presentation of an authored work (including the creation and production of an audio-visual work) or to an artistic performance (e.g. a theatrical, dance or musical performance), provided that:

  • a distance of at least 2 m is maintained between performing artists and other persons performing activity at the site of the presentation of the authored work which is related to the presentation of the authored work or to the creation of an audio-visual work or programme (hereinafter “collaborator”), artists and audience members and the like; this distance need not be maintained between the performing artists;
  • the site where an authored work is presented or where an audio-visual work or programme is filmed/recorded is regularly disinfected and regularly ventilated in the case of a closed space;
  • a means for disinfecting artists’ and collaborators’ hands is provided;
  • in the event that any of the artists or their collaborators has a body temperature of 37°C or higher, or other symptoms of COVID-19, he or she shall be precluded from entering the room where the authored work is being presented or where the audio-visual work or programme is being created.

The faculty shall ensure compliance with these conditions.

3) Mass events in outdoor or indoor premises (e.g. musical, film and other artistic presentations) shall only be permitted provided that at most 300 persons are in attendance at any given time; the following rules must be adhered to:

  • a distance of at least 2 metres is maintained between persons, with the exception of members of a single household, immediate family members and other persons meeting the legal definition of osoba blízká under Czech law;
  • a container of disinfectant is available for disinfecting hands;
  • except for performing artists, there is a ban on movement and attendance without respiratory protective equipment (nose, mouth) such as a respirator, face mask, etc.

The faculty shall ensure compliance with these conditions.

I would also like to draw your attention to the current Decree of the Rector No. 4/2020, which sets out special rules for studies and for the activities of academic bodies at the Academy of Performing Arts in Prague during the 2020 calendar year, and I recommend following current developments of the extraordinary measures imposed by the Ministry of Health of the Czech Republic.
